At what point in the process are you allowed to state that your
product is patented? What other information are you required to list
or can you just use the word patented alone? Are there any guidelines
one should observe in using the word "patented?" Does the patent have
to be from a particular state?

Thank you in advance ...

When the patent issues. Before that you can use a "patent pending" label as
soon as an application is filed.

The best approach is to list the relevant patent number on the product.
However, there is no requirement to mark at all; some products are not easily
marked (e.g., very small ones), etc.

Yes. Marking a product when no marking is proper (e.g., patent has expired,
or product design has changed to the point that the patent does not cover
that product) can lead to a fine of $500 PER PRODUCT sold.
